Le trou précède l'adjectif effective : il faut un mot qui modifie cet adjectif. Un adjectif est modifié par un adverbe : remarkably effective = remarquablement efficace. remarkable est un adjectif et ne peut pas modifier un autre adjectif ; remark et remarked sont des formes du nom ou du verbe.
Trou + adjectif (effective, successful, easy…) → il faut presque toujours un adverbe en -ly.
